Founded in 2003, Noor Staffing Group has grown into a full-service national recruitment and staffing agency operating across healthcare, hospitality, light industrial, and professional services. What began as a regional player is now a major force, with 18,000 unique employees placed annually — a scale reached through strategic acquisitions and a relentless focus on diversifying services and driving large-scale growth.
But rapid growth across multiple states and jurisdictions creates compliance and operational challenges that can overwhelm even the most capable in-house teams. For Noor, managing employment taxes became exactly that kind of burden — the scale and geographic scope of their operations had simply exceeded what any internal team could sustainably handle alone.

Noor’s expansion strategy has centered on acquisitions — four companies in five years — alongside a major transfer of services that rapidly introduced new clients and workers across all 50 states. Operating across 50 states requires constant monitoring of regulatory changes, such as adjustments to payment frequency thresholds, new local tax rules, and mandatory registrations when entering new markets. For a rapidly expanding company like Noor, keeping up with these changes without dedicated support was becoming unmanageable.
There was also a structural fragility in relying on the individual expertise of a small team. As Carlos Rodriguez, Noor’s CFO, puts it:
“One of our philosophies here is: strong systems or strong people, or a combination of both. If you have both, that’s the optimal solution. But if you have weak systems and strong people, people can move around at any point and take that knowledge with them.”
